i bouqht a treo 650 on ebay, seller notified me everything on the phone worked perfectly, however, when i recieved it the send button wont work.
Everytime i push the send button it just reloads the home screen. All the other buttons work fine but the phone/send button will not work.

Any ideas?

You have a couple of options...
Either take it up with the eBay seller for a refund, or get the phone repaired at your own expense. It's really weird that someone on eBay would lie about the condition of something they are selling...

Doubtful that it is because of a software upgrade being needed. The green 'Phone' button is one of the only keys on your device you cannot assign a different function. Most other keys you can assign different functions/tasks to (ie, making the Mail button open up ChatterMail instead of VersaMail). So if your Phone button is not working correctly, it is nothing that a software 'upgrade' would fix as this button's function cannot be changed.

Your best bet would be to perform either a "Hard Reset" which is like wiping out the entire drive without clearing the actual operating system, or if all else fails, trying a "Zero-Out" reset (only as a last-ditch effort). Perhaps one of these resets could fix the issue if it is simply a case of a corrupt driver or corrupted code.

To Perform a 'Hard Reset' - Hold the POWER button while hitting the reset pin. Then press the UP button when prompted to ERASE all data.

If that doesn't work, the only other option would be to perform a "Zero-Out" reset. This type of reset is only available on the 650 and the T5.

According to the Palm Knowledge Base Article (which gives you step-by-step instructions on performing this reset):

Here's what Palm says about this type of reset:
A zero out reset will regress a device that has non-volatile memory to its factory-fresh state. When done correctly, it completely rewrites your device's internal memory with zeros and ones, ensuring that any data is expunged. It should be used only if you want all information completely obliterated (example: you're selling your handheld, or you're sending it in for repair, and want to protect your privacy).

After this type of reset, you may have to install any software upgrades that came out after the original software on your phone.

If either of these don't fix your problem, there is an issue with the phone that is a defect and can most likely only be repaired by sending it into Palm.
